Typically, you use the water in which you have boiled weiners (already consumed).
To this stagnant, sodium- and nitrate-laden fluid, you add potatoes, garlic and cream.
Carrots are optional.
According to Anne R. Key (who get s a hat tip for this little gem of a recipe), technically it's vegetarian.
Or that's what her wife's relative says.
